Rate-distortion control in video compression and transmission system with memory restriction on transmitter and receiver side

Abstract:
This paper considers video compression algorithms in transmission systems wherein a total memory space of both a transmitter and a receiver is much less than a number of bits required for storing one screenshot of a video sequence. A bit-rate and code mean-squared error control algorithm is proposed providing a uniform visual acceptable quality with regard to restrictions on channel capacity and memory space.
