On March 8, 2008, we celebrated the 70th anniversary of a prominent scholar physicist, an outstanding administrator of the national science, a laureate of State prize of the Russian Federation, Professor Iosif Norairovich Sisakyan (08.03.1938 – 09.11.1995).
Iosif Norairovich devoted 35 years of his live to the national science. He was a person of multiple capabilities and wide scientific interests. Being a leading scientist in the field of optics, laser physics, informatics, and scientific instrumentation, he profoundly contributed his academic expertise to enrich these particular sciences. Iosif Norairovich was the author of over 300 scientific publications, inventions and patents; his scientific works are widely known in Russia and abroad.
His pioneer papers laid the groundwork for a new field of fundamental research – computer optics. His works in this area enabled to create radically new optical elements and hardware based thereon, and implemented them in laser technologies, optical instrumentation, robotechnics and medicine.
After graduating in 1961 from Lomonosov Moscow State University, the Faculty of Physics, the specialty "Theoretical physicist," I.N. Sisakyan worked at P.N. Lebedev Physical Institute of the Academy of Sciences of the USSR first as a researcher, academic secretary, and deputy director of A-department, then as the head of department at the Institute of General Physics of the Academy of Sciences of the USSR.
For over 10 years Iosif Norairovich Sisakyan occupied key positions in the Central Design Bureau for Unique Instrumentation of the Russian Academy of Sciences (now the Research and Technology Center of Unique Instrumentation of the RAS). He was also the president (chairman of the board of directors) of the “Akadempribor” Scientific and Production Association of instrument engineering organizations in the former Soviet Union (now the Russian Federation). During these years, under his leadership, a number of new first-class instruments and computer equipment were created for research and development, new research areas were developed, and some new research laboratories were constructed. The Research and Technology Center of Unique Instrumentation of the RAS is a leading research and development center in Russia. Its director, Vladislav Ivanovich Pustovoit, was elected to the Russian Academy of Sciences and, together with the member of the Academy of Sciences Yu.V. Gulyaev, he was awarded with the RF State prize. The ex-employee of the Central Design Bureau for Unique Instrumentation of the Russian Academy of Sciences Vladislav Yuryevich Khomich was appointed the Chairman of the Russian Foundation for Basic Research and elected to the Russian Academy of Sciences.
The other I.N. Sisakyan’s “pet project” - the international journal “Computer Optics” - has become a widely known scientific journal, and since 2007 it has been published four times a year.
Iosif Norairovich paid much attention to training of academic staff – doctors of sciences and masters of sciences. He also held a part-time position of professor at Moscow Institute of Physics and Technology.
Iosif Norairovich got deep respect of his work colleagues for his high business and managerial capacities and fine personal qualities. He was a wise and fair leader, and a very kind man of wide sympathies.

By the 10th anniversary of I.N. Sisakyan’s death, his best friends and family members prepared and published a collection of memoirs about his all-round scholarship. We further represent an overview of I.N. Sisakyan’s scientific works in optics.
